I think that's part of the plane-- maybe a part of the outboard wing pylon on which the van roof is hanging-- or something from the Transporter. I think it unlikely that there were any children around. It appears to be the flight line of a German air force base, as the plane is an F1 Tornado and the wing tank is painted in a paint scheme seen on German aircraft (http://tinyurl.com/65wus) and also the olive-drab Transporter is pretty good clue. I suspect the only thing hurt was the career of the Luftwaffe airman who was driving down the flight line fast enough to tear the roof off.
