When I registered a car from BC that had been abandoned I had to get some sort of certificate from the previous owner. I think it's called a Transfer of Ownership document. I had ICBC track down the last owner from the VIN and being the nice guy he was he sent me the card. Turns out his parents live one block over from mine, 3000 km away.
