It had to do with the origin of the vehicle. One was german built jetta, one was mexican built jetta, the repair manuals had quite a few differences between the two vehicles wiring and they were sneaky.

You had to watch your wiring diagrams very carefully on those vehicles. Also you had to watch distributor caps and rotors. The german shipped with the german distrib but the mexican could ship with either the mexican or german distrib. At the parts counter the caps looked the same until you put them sided by side. One was about 2 mm higher than the other. I think it was 88 to 91 that had the two distrib.
