Not all US states have the same title laws.  Here in Maine, titles are not
required nor issued for vehicles over 15 years old.

All that's required to register a 1990 or earlier Vanagon (content) is a
bill of sale and proof of insurance.

The registration given is a "Pressure sensitive" paper copy.
