Chris: I think there's a couple of problems with old EGR valves. As I recall, there's a sort of dome-shaped rubber gasket that goes around the shaft that moves back and forth in response to the movement of the lever arm. This gasket can disintegrate over time allowing an air-leak past the shaft. Too, I think the 2 seats inside the valve that shut off exhaust flow into the air distribution chamber wear and pit over time such that the valve isn't sealing properly at idle and WOT.
