If you purchased my standard luggage rack seal, and your luggage rack is still snug (so there's no other reason to remove or retighten it), then you should be able to just barely squeeze the seal under the luggage rack lip WITHOUT removing or loosening the luggage rack at all. You can use a dull flat object to coax the seal under the lip. (Be cautious if using a screwdriver for this, or if your hand slips you can put a scratch in your paint.
