I know jack squat about the engine and idle control system, but when I was having this problem with my 88 non-syncro it turned out that the accelerator line needed to be replaced. I noticed the pedal didn't fully spring back after being depressed. It wasn't much, but enough to make the engine "idle" around 1500-2000 RPM. Prior to replacing it, I found I could pull on the accelerator pedal to slow down the idle to normal tolerances.
