Yup! Sounds like you have wrecked the pump. I did he same thing with mine when I was new to Vanagons.

The pump is located on the rearward right side of the engine. Accessable by simply removing the engine hatch cover.

If your power steering rack was the cause of the leak, remove the rack, remove the pump, flush the lines with fresh fluid,install new rack and new pump. Fill the reservoir. After filling the fluid reservoir, start the engine and allow the pump to run just a little bit, then turn the steering wheel right and left all the way to the stops. Do this several times. The system is self bleeding for air, and this procedure will take care of it.
