Yes, The vehicle was US and I brought it to Canada. The year was a 1991 and the year I imported it was 2000. I just called the local dealer here in Victorica BC Speedway Motor, and they gave me the Contact phone numbers.

Also the letter while required was just along with the packet of other documents when I crossed the border and also present the Van for inspection at a local dealership. Truth be told, the daytime running lights requirements were the real focus. Seems that the Canadians could read the label attached to the license plate panel that stated the " This vehicle conforms to all US emmision controls as of 1991. Actually they were satified with that, and there own visual inspection.

You could try calling Speedway motors 250-475-2415, or Harborview VW, the dealer in Nanimo 250-751-1221, and ask the same question, and try the Canadian side. May be a long shot, but possible that the letter of conformity could be issued that will make it pass the current american system.
