I don't know on the 87, but on the 83 there is a throttle position
switch on the throttle body that tells the ECU when the van is at
idle.  Sometimes these switches go bad.  You can easily test for
continuity with a ohmeter. Alternately, just look at the switch and
make sure it is closed when the throttle is in the idle position and
open when you press the gas.  Also, make sure there is a click.  I
know that the throttle position switches are different on later
models.
