You need the relays to cut the amperage to the switches, (headlamp, hi/lo beam and ignition) which burn out. The contacts in the switches also limit the amperage to the lights. You have three issues in the headlamp circuit. Too much amperage to the switches burning them, amperage restraint by the switches contacts and amperage restraint by the ground wires connected to one terminal.
