My 1990 has stock shoulder belt in the middle - in fact I'd prefer that my elderly relatives ride in the seats with shoulder belts as opposed to my 1987 which doesn't have them. We had a 1986 that did not have shoulder belts but I did place my son, a toddler at the time, in the middle seat.

While at a junkyard I saw a 1990 Vanagon GL with 5 shoulder type belt seat belts. In addition to the 2 for the rear bench seat there was one for the middle 2 person seat as well, driver's side only of course. Were these stock in later years or optional? The belt assembly was not the same as the rear one but was genuine VW.
