These are normally used only during the snowy times of the year and then changed off for a "normal tread" tire. "all weather" usually combines the tread patterns and tread material needed to get traction in all seasons with some sacrificing in that they aren't quite as good as a "mud/snow" tire. It is difficult to design a tire for all weather and the sidewall/tread characteristics of a load rated tire. Load rated tires are normally termed "commercial" tires in the smaller sizes like ours.
