I have a note for 1000 tow and 100 lb tongue weight for my 1982 westy. When I got the info from a company that formerly made tows for the vanagon but no longer does, they said the weight was valid for all the air cooled but that later water cooled were rated higher. The weight restriction on the air cooled was probably the engine. Only 67hp and overheated real quick on the hills just pushing its own weight up the hill.
