wow..and i thought PennDOT was bad. seems CA DMV is much worse.

i think that registration law has alot to do with the plates in california, they stay with the vehicle when its sold. Here in PA when you sell a vehicle, you keep your plates, use them as wall art, transfer them to your new vehicle or whatever and nothing is transferred to the new owner with the vehicle other than the title, which you have signed off on the back in the presence of a notary. Then the title goes to the state and gets put in the new owners name, and the new owner can chose to register it, or not register it, or part it out, use it as a garden shed in his backyard or whatever. The state will only issue you a registration renewal form if you want to register it.
