A/C compressors on AC engines are barely visible at the angle that photo was taken. It could be a compressor small enough to actually fit under the tin, hoses too. But at the angle of the photo you don't know.

This is strange but it seems to be an after market deal all together wich these A/C units would have been but usually all about the same when new. This does not seem to be like any other I have seen. I have never seen a "lower" radiator grill on any model. On earlier buses if it were for the AC it would have been under the bus anyway.
