I can't recall for certain if that line is the same on a straight van as the one on a Syncro, but on the Syncro it is the vent line for the engine bleeder and so it is valved off anyway except whenever the cooling system is bled. Of course, the engine might not be purged of air completely if it can't vent through that orifice.
