That valve is for pressure release. The 16oz bottles are probably filled from a high pressure pump same as used at a fill station. When I fill my 14 and 16oz bottles I use the adapter but I have chilled my small bottles. I also have a scale right next to me. All the bottles I refill have their empty (tare) weight written on them and the full weight as well. Then I simple add to weight or a little under.
