When you turn the lever how far does it stroke before revving up? For best results the angle of the arm and cable needs to be 90 degrees at halfstroke. It's possible aren't even getting the entire stroke out of the arm. It is real tricky getting the rotating assembly on there with the spring at the right tension. Use your head and take it slow.
