Depends on the type of pump. If it is a diaphram pump it could just be the diaphram has given up the ghost and died. Very common on RV water pumps. You can get a new one for 40 to 50 bucks at the RV place. The most common demand pump found is usually the shurflo

Was just looking at a replacement myself because mine is about 7 years old now.
