Manufacturers are not liable after a certain period of time. They usually use two criteria. If it is a serious safety item that could be life threatening or serious injury, they usually will fix up to a certain point covered under laws of that country. If it is a minor change then it is only covered and the "life" of the vehicle is used. In the US generally 5 years. The big difference can be if it was a voluntary or mandatory recall and if the mfr did a fleet wide or partial recall. The other is if it ever was a recall or just a mfr satisfaction point. Some of these you never even realize are being done unless you work with a dealer shop.

In the US 5 years is the normal trigger point unless a major NHTSA or Canadian Safety recall was issued. Generally if the Canadians issue a bulletin the US will immediately issue the same. Reverse also true.
