The GVWR takes a lot of factors in. Just a few: Engine power Clutch strength Brakes Frame Suspension Center of balance when loaded(axel weights) Tires In colorado do that load with pax tires on a van or truck and get in an accident and you will most likely get a ticket with "unsafe vehicle" and one other space marked. With either one marked you are now the at fault driver regardless of the accident. BTW I was haulted last year at a safety check point and when they saw the 1000 lbs of concrete inside my vehicle they pulled out the scales. An 82 westy with a 1000 lbs in the bay and I was still well under weight. The hiway patrol guys were impressed.
