Back in the day when we had vehicle inspections I was driving an Austin 1100. (4 door Mini). One of the tests was a brake test where the requirement was to lock up all four wheels. The Austin had a pressure release valve in the rear brake line that was designed to prevent this. (primitive ABS?) I failed the test and explained to them why. I was instructed to remove this device in order to pass the test. Go figure.
