I would think that the maker's rev/mile specification is measured according to an industry testing procedure while holding constant the other variables which affect the measurement, such as speed, load, inflation pressure and temperature. The calculated rev/mile of the tire with the van sitting in the drive could be vastly different from the rev/mile rolling down the boulevard at 60 mph with a load of patio bricks in the cargo bay.
