I can neither confirm nor refute this, tho I suspect George is correct. For example, the data sheet for the LT195/75R14/C Michelin XC LT4s which I am currently running specifies 45 mph as a baseline for their Revs/Mile of 824. One could reasonably speculate that 45 was perhaps selected as some sort of real-world average betwixt city and highway driving, both of which are far different from parked in the driveway. As George suggests, it may even be an industry standard
