One thing to check before going into the motor is Fuse 17 !! Fuse 17 is not the main wiper fuse, but only the parking power fuse. With Fuse 17 blown or removed any 86+ Vanagon will behave like yours. The wipers will work on all speeds, park ok on intermittent, but just stop whenever they happen to be when you turn the switch off from either of the 2 constant speeds. Fuse 11 is the main wiper fuse and the wipers will not run without it. 15 amp Fuse 17 is the return to park power fuse, 10 amp.
