I say don't bother with the JB Weld. Get a tube of GOOP, automotive or plumber type. Put the speedo in place in the IC housing. Use the GOOP liberally to cover the corners of the speedo case, overlapping the IC housing. The GOOP will hold it together forever but you can peel the GOOP off in the future if you need to open it up. I have used it on many vanagon speedo and tach mounts with broken out screw holes. No screws are needed when the the GOOP is used but if any of the corners are still good, use those screws and leave the goop off those corners.
