I took a small, under five pounds package to the local UPS store for shipping. They said something over $70!! Took it to the Post office, $34 (insured for $2000, was a delicate optical instrument). When it was returned through UPS from the factory after repairs the charge was $35. The difference was the 'UPS Store'. If you are a commercial shipper you get the regular rates, but if you are Joe Doaks and just walk in to the UPS store walk in backwards, bent over.....
