Shawn, I've had this problem many times. The soloution is not always simple. Soaking it with some kind of penetrant will certainly be useful. Heat, lots of heat, propane torch may not be hot enough. You may need to use a real torch. A gear puller is useful also, one that can grab the lever and push on the shaft. Keep at it and you will win eventually.
