That nailed it, fuse 17 was blown.. I hadn't realized there were two, so I figured if it ran it wasn't a fuse.

At some point a 7.5 amp had been installed insted of the 10 you mention.

When I replaced it, everything worked fine! Now I just need to keep an eye on it to see if there is a problem that caused the fuse to pop or if it just was too small.

I would much rather replace a fuse than remove the dashboard!
