Subject:      Pulsating Idle when cold

First off, my van idles fine when it is warm.  It also starts perfectly
when hot or cold.  But when it is cold, it starts fine then slowly
idles down until it stalls or it will sometimes pulse from 900 RPM to
1600 RPM for a few minutes.  When its all warmed up it stay at about a
steady 900RPM.

I have done a complete ignition tune up--spark plugs, spark plug wires,
ignition rotor, and distributor cap.

Checked and adjusted the throttle valve switch

Checked an adjusted ignition timing

New airfilter

Fuel pressure ok.

Checked for false air leaks

Control valve for idle stabilizer hums

Replaced both temp sender units

Air flow meter checked out

New o2 sensor

Replaced all the ground connectors with new terminal (this step by the
way fixed about 90% of my idle problems recently)

Checked vaccuum line--all ok

I am suspecting the idle stabilizer control valve which I have cleaned
out several times with throttle cleaner or the idle stabilizer control
unit.

Any other ideas.
