Unfortunately every time consumption has been brought up it runs into the
definition of a commercial vehicle being used as a pax vehicle. The vast
majority of the pick ups and SUV on the road are actually produced under the
commercial vehicle standard. This leaves the mfr café rate untouched for
fleet sales. The only thing really managing their sales and useage is the
price of fuel. SUV sale here in the denver area are down about 15 percent
right now at a time they were projected for an increase in sales. So the
price of fuel does work as a moderator, but not for long.
