85 1.9 does not have an idle stabilizer valve. Idle stabilization is done by advancing the ignition timing.

With the engine warm, diusconnect the idle stabilizer valve. Drive it a bit and see what happens.

I had an 85 GL with 1.9L WBX and it did exactly what you are talking about. I did the test. it was the valve.
