Even here in the US in some areas they are illegal if installed on a vehicle that does not have a neutral safety switch. But unfortunately they are still sold in those areas for people to install in cars anyway.

Most of the remote starter kits I have seen donšt really mention the safety point on the outside of the package but put it inside that it would be unsafe to use on a vehicle without a neutral safety switch. That is also where I found the info that they were not to be used in some areas and to check your local DMV rules.
