You don't have to do a leak-down test to determine if you have bad rings or a valve problem. You have done a "dry compression test", now do a "wet compression test". Squirt some oil into the bad cylinder and do the compression test again, if the pressure stays the same, the valves or head is bad, if it comes up, the rings are bad.
