A base 1.9L, 4 speed without AC or power steering will do ~21 mpg at reasonable highway (~60-65), speeds. I know, I had one! Boy was I surprised when I got the Syncro Westy back in 1988. 17 was the norm on a good day. Turn on the AC at 70 and 15 mpg is about it. Winter commuting seems to take the Syncro down to 13.
