Rules that took effect in europe last couple years have made it mandatory
for diesel to be reformulated for green laws.  At the time of the proposals
it was estimated that it would drive diesel up 20 percent. The same laws are
being phased in here in the  US and Canada.   started phase in from 2004 to
be completed by 2007.  Basically right now most diesel in US/Canada is
"reduced" sulfur and by 2007 must be "low" sulfur.  A refinery comment
stated that they are phasing it in for two reasons.  One is that they need
to phase in new equipment and the other is that the shock to the consumer
will be less as the costs go up for each point of sulfur removed (didnšt say
what a point is).  One of the reasons some of the major refiners are looking
at bio blending of diesel.
