I always use a very small pipe wrench and some good quality penetrating oil. Use a system of turning the stud as if you were tapping a thread. ie. half turn forward, quarter turn back. you can try good locking pliers instead of the pipe wrench. OR, you can use the halfturn forward, quarter turn back with two thin nuts (if there is enough of the stud sticking out of the block.)
