a few years ago I got some of the South African mudflaps from James Cohen in NYC. He had some that were a "later model" than the early design that were available on the Vanagon here in the USA. The one's available here mount behind the wheel well a few inches. The mudflaps I got from James mount in the wheel well and are moulded to the body contours.

I like the mudflaps I have, but have never seen another pair. They would need some modification with fiberglass bumpers as the rear bymper comes right up the wheel were the mudflap is mounted. I guess the widely available mud flaps would haev some mounting issues with the fiberglass rear bumper as well.

Anyway, I only have the part number for the left front mudflap which is: PART NUMBER: 22S 821 833 (yes, that's an 'S' as in Sam)

DEALER CODE: DD1411

The parts sticker I got the part number from is a Volkswagen of South Africa sticker with the VW logo. I don't know what the part number for the other mudflaps are.

This doesn't solve your problem, I know. But just of interst on the topic.
