I also have used many brake shoes and pads that said "Made in Canada" and have always assumed they were of 'first world' quality. I haven't seen any new riveted on linings in quite a while, only glued on. Since the wording is on the edge of the friction material I wonder if that is the only part the "Made In Canada" refers to. Perhaps a factory there makes and sell brake lining material to be bonded to metal carriers elsewhere.
