"City Light" is an incorrect term. These small 5W bulbs within the main
headlamp are "park lights". In Europe, probably the whole world outside
Canada / USA / Mexico, the orange markers on the front corner of your van
only come on when you signal - they do not come on when you turn on the
lights.
My experience with the park lights at night is that you can not see where
you are going as they are only 5W and they are not in the forward reflective
part of the light. They are there so you can be seen, not so you can see.
There is some illumination provided by these and on a dark night at 20km/h
in a camp ground you could see a few meters in front of you, but in cases
like this, I turn on my fog lights and leave the main lights off.

I'm not sure what the correct usage of "city lights" is, actually. The
SA grill comes with the two smaller inner H1 lights, which I've heard
variously called "driving lights", "city lights", and "running
lights". The outer 7" round lights (and their required mounting
buckets) usually have to be procured separately when you get the SA
grill (busdepot SA grill comes with two outer lights, but not their
buckets).
Now, the thing I'M looking for is outer-type 7" lights that have a
small bulb inset in the top part of the reflector, separate from the
hi-lo bulb; they appear to be common in some european countries. This
small bulb comes on with the parking lights and shines almost straight
down and basically just makes the headlights light up about as bright
as the parking lights. I understand, though, that they're be plenty
bright enough to follow a 5mph campground access road at midnight.
Having formerly been a tent camper, I generally feel guilty about
circling a campground with my headlights on, illuminating every tent
along the way.
