You can use a dremel cutoff tool to cut a slot in the top for a flat blade screwdriver, or you can use an angle grinder to cut off the head or a drill to drill out the head and then use a stud remover to twist out the nub after the shaft is dropped.

Have you tried the splined easy-out type tools that hammer into the allen wrench recess (they're meant to be hammered into a drilled hole)? I haven't used these but I bet they would work. You get them at sears.
