Roger,

Try changing the O2 sensor first, while not cheap, they are cheaper than an ECU! You can get a universal 3-wire O2 sensor at a FLAPS and wire it in yourself, or any of the list vendors can help you with an original or "splice it yourself" model.

If the O2 sensor doesn't help, let me know and I can loan you my spare ECU to make sure that corrects the problem (before you spend $$$$)!
