Also check/clean all the ground wires, especially the big ground strap from the left side of the engine bay to the engine block.

Try using a "remote starter switch" (from FLAPS, $8-$15) to see if the starter engages that way. MAKE SURE THE VAN IS IN NEUTRAL. Disconnect the small wire on the starter and put the switch leads between that terminal and the big wire on the starter.

If the starter cranks now, perhaps your ignition switch is flakey.
