There are a couple of ways to do it. I have seen folks swap the entire cooling system and fuel injection from a 2.1l into the 1.9l Vanagon and then install everything else from the 2.1l. This is not necessary, but if you have a bunch of time on your hands and a complete junk 2.1l then go for it.

The simpler route that I take is to take the 2.1l block, the 2.1l intake distributor (black metal piece on top of engine), and the 2.l1 throttle body. Now swap everything from the 1.9l over onto this including the intake runners (water pump, thermostat housing, exhaust system, distributor). The only mods you will have to make is to make up a couple of short hoses for the idle air bypass valve and reroute the vacuum advance on the distributor. If you have an earlier 1.9l with the dual throttle position switches, then you will simply cut the two wires to go to these switches and splice them to an injector style plug which you can plug onto the 2.1l single throttle position switch. Later 1.9ls are already set up this way. That is it! I have done several of these and they are very easy and work well. Put a 2.1l into an older passenger Vanagon with no power steering or A/C for a turbo boost :)
