Tim, if you have AC in that CARAT as it  should and you have it on then the
fan should be running all the time when the  AC is on.  If the AC is off and
the fan is coming on and off all the time  the engine is not cooling properly or
your always stuck in traffic and not  moving.  Maybe the Rad's blocked ?
Check the flow through the  Rad.
