Another possibility, which should have been one of the first things mentioned.... There is a big (green) resistor behind your drivers side headlight. This resistor does tend to wear out.

The resistor is part of the speed control of the radiator fan. Your radiator fan should come on (at low speed) as soon as your AC is turned on. If it doesn't, this resistor could be the culprit. You only kick in the high speed when there is insufficient cooling (high speed bypasses the resistor).
