The voltage spec for the alternator is to be checked at the alternator, not the battery. The Bosch alternators we have are nominally 14 volts, plus or minus 1/2 volt.

New regulators are about $20 if you shop around.

Your readings at the battery are well within the expected range. The farther away from the alternator you measure it the lower the voltage will be.
