I've had several Classic vehicles in PA. You are limited to 5000 miles a year, and can not use the vehicle for any regular transportation. The vehicle must be out of production and, in its original condition. You are still required to have the vehicle safety inspected, but do not need an emission inspection. I don't not think the stock vanagon will qualify as a classis vehicle as of yet. Some vehicles just do not quallify because there are to many still on the road. I personally have not tryed to get the vanagon plated as a classis, but it sure would save some money on insurance.
