While I would say if it's off spec like that you should replace it (it's an easy replacement) I would first be looking for a vacuum leak.

Just MHO but I've found starting problems like this are more often related to vacuum. Specifically I found at least one leak where the clamp a previous owner put on to hold the rubber fitting cut into it and it was nearly impossible to notice without removing the clamp.
